0.49 = 49/100
Therefore radical of 49/100 is 7/10 i.e. 0.7
because square root of 49 is 7 and square root of 100 is 10.

The square root of .49 is .7

Knowbuddycares is on the right track...

Change the decimal back to fraction form and radical numerator over radical denominator will give you the answer.

sqrt(49) = 7

if by this you mean

sqrt(.49) and not sqrt(49), then

sqrt(.49) = sqrt(49/100) = (±7/10)

I assume you mean the sqrt(.49) which is .7
I like to think of it in fractions better;
.49=49/100 so...
sqrt(49/100) which is the same as...
sqrt(49)/sqrt(100)
7/10
.7
