You need a certain amount of skill to avoid prison punishment if you committed a crime.

Although I think your question lacks merit, let me share this with you. Some politicians in California looked at the statistics, and attempted to say it was discrimination. After being told they couldn't set standards for race in prison, because justice was color blind and only looked at those who committed crimes, they still didn't really understand.
