You've got lots of answers for the four hundred case, but no one seems to have told you that the .25 in the second part of the question can also be written as one quarter.
Oh and Debster92's comment about the use of "and" is very location-dependent. Americans seem to prefer "five thousand six". To the best of my knowledge, the UK, Australia and New Zealand would consider "five thousand and six" to be preferable.

By the way, most people get the placement of "and" incorrect. And should only go before the decimal. It should never go earlier. (For example, "five thousand and six" is incorrect. The "and" means that it is a portion or a fraction.
