I don't mean what can you do to make one laugh, I mean genetically, or biologically, or even psychologically, what's going on?

Things that cause a child to laugh usually are the simple things. For example body language. Babies love to see you smile and pay attention to them. Babies love to hear your voice unless they are upset and something is wrong. They dont care how you sound. Try singing for example you may not be able to carry a tune but just to hear your voice they will enjoy it.

Their brain is working. They can register pain, comfort, hunger, cold, heat, all the environmental situations that make them miserable or happy. If they are dry, fed, warm enough/cool enough and entertained, what's there to be miserable about? So they smile, laugh, chortle and generally behave happy.
