Would the car's energy bring out force throughout the parking lot with cars around it?

Are you sure, my friend's dad said that if an car in an explosion goes up, the cars around it will not move. (specifly: Mission: Impossible)

The force of the explosion would go in all directions. That part of it pushing up on the car is what makes the car rise. It would still affect things around it.

The pavement below the car is the closest surface. The force of the explosion reflects off the pavement.

yes explodes means out implodes means inside therefore it explodes out towards anything surrounding the vehicle.
