I just tried to call my friend and the answer I got was "At the prescribers request, this phone does not accept incoming calls." I know that his phone plan is based on minutes, so is it possible that he used up all his minutes? (It's the end of the month so that makes me think he did)

yes he probably did. That comes up when they didnt pay their bill or if they dont have anymore minutes.

if it said at the subscribers request, that means that the person is OPTING not to accept incoming calls

it means that he cannot pick up his phone.. cuz yeha he probably used up all is minutes
