Your Cooling system which includes the Water Pump , Radiator and heater Core. If you do not do proper Maintance you get a build up of zinc which can lead to electroysis in the engine, heater core and radiatro which leads to leaks. You need to flush the entire System and refill with new Coolant. A drain and fill will not stop the build up you need to use a good flusing chemical

There is no known problems with zinc buildup in the engine. You could have some other kind of buildup like scale in the cooling system or sludge in the engine. I'd start with the cooling system and get that flushed if it looks bad. Hope this helps.

Logically the only thing that can "build up" in the engine is something going in it, which is air (and the dirt in it if unfiltered), gasoline, and motor oil. Zinc wouldn't be airborne in any quantity, and to my knowledge there is no significant zinc in gasoline.
There is some zinc in motor oil. Motor oil consists of base stock, viscosity improvers that thicken the oil when it gets hot, and detergents. Not changing the oil & filter often enough can lead to lots of problems, although there is some debate about the traditional 3000 mile rule.
Perhaps he is thinking of microscopic metal shavings created by wearing engine parts that are suspended in the oil. Or perhaps he's thinking about sludge from the mixture of unburned gasoline, dirt from the incoming air that got by the air filter, and motor oil components that have "broken down" over time.
My recommendation is change the oil (AND FILTER, always make sure they change the filter too). Look for an oil with the API circular seal with a rating of SJ or higher (SK, SL, etc.), I'm not sure what the latest and greatest rating is. Use the weight recommended in the owner's manual, or if not available, I recommend 10W30.

You need to get a Radiator Flush done. All the crap in Radiator fluid builds up inside your radiator and then clogs your cooling system up, which will then cause your vehicle to overheat if it gets built up too much. And then yu will be replacing an engine.

I beleive he was talking about the radiator. When he said you needed to flush it out, that was the first thing that came to my mind. Flush the radiator.

I'd guess the radiator, but this sounds like something that hasn't happened in my lifetime and was more common when your dad was young...I've never heard of this

it is the radiator and you should not have to flush it but once every 100,000 miles
