You are sucking up what is nearly a dry well that is why you are getting the dirt. You should get a new well drilled deeper and you will not have this problem. If you put a filter on the water you will be replacing it every time you turn around as it will constantly clogging up and spend a fortune in filter costs

You may have any NUMBER of problems, one or MORE.

Your foot valve in the well may be too close to the bottom of the well, or your well may be silting IN, it should be pumped out, flushed and checked.

If you have a shallow well, you may be getting surface water contamination, ie. rain water running into the well. Inspect the well tiles, make sure they are sealed with NO holes in the sides.

You also may have a HOLE in your INTAKE water line, depending on where your PUMP is located, you could be sucking dirt INTO your water line every time the pump goes ON.

Your cold water tank may be rusting out from the inside. Every time the pump goes on, it stirs up the crud in the bottom of the tank.
You really need to check this out. Well water should be absolutely clear, clean, and free of bacteria.

don't know where you are located to have that kind of water...in country, / town? i say your in the country check on line for local well and pump companies in your area...you absolutely need a bacteria and pollution water analysis on that well! find out at the county recorder about the property history..it will tell you how deep the well is, GPA(gallons per min) the will produce and what horse power the motor is.....what was the history of the water before it got dirty...someone may have drilled a well upstream on your water source and polluted it.....hurry up and do these suggestions wherein you wont get sick and you may have to do legal action if your water supply was disrupted
