No. Think about what happenes when you cook rice. You have a cup of rice and two cups of water. When you cook them, you get three cups of rice. The rice just absorbs the water. The same sort of thing would happen in a stomach with uncooked rice. If it expanded at all, it would just be absorbing the stomach acid. Overall, the stomach would still have the same amount in it as before. And that is if the rice absorbed the acid, instead of simply being digested.

I live in Northern California where rice is a major farming crop. Vast acres of rice fields are always covered with hundreds of birds; I have never seen a dead one in the field. They love rice.

I hope not, rice is grown in some parts of Texas and I would hate for a bird like a vulture or mocking bird to blow up over my head...that would be very rude.
