You can't MAKE someone stop watching tv, unless you gouge his eyes out with the remote or have your cable disconnected. He's probably depressed or troubled, and the tv is a form of escape. Don't nag him about it. He'll come around when he's ready. Take the high road and find something to do that you enjoy. Visit a friend, read, take part in a hobby, exercise, call your mama, sister, or best friend and laugh about men.
Just remember that you can't make anyone do what you want them to do. That's spending too much energy in trying to control what you have no control over. Hey, look at it this way: At least he's home and not in the bars and clubs chasing women. Try to find something that you both enjoy watching. Then have a talk about it. Maybe it's something that can be researched, then plan a trip to the library or bookstore where you two can get out and do something together.

He sounds like an unhappy man. Is he suffering from depression? People may not even know they are depressed. He may not know why he is watching so much TV, but you are correct - it isn't healthy.
I would try to get him to a doctor to see if he needs a mild antidepressant. Once that takes effect he may feel more like himself. I would also ask the doctor to see if there could be any other cause of this behavior.
He needs to find something to do that will replace the TV in his life. A hobby would be nice. Is there anything he has always wanted to try? Encourage him to explore the possibilities.

You are right it is un healthy, make him walk around the neighborhood with you for as long as he can go, probably only like fifteen minutes before he gets all ADD and cranky. Say you don't want to walk alone in the dark and you need his protection. He needs to get that blood flowing. Crank up the stereo, pull out his old favorite CD's from when he was cool, and just get him to listen to a few songs a day, once you get listening to music in your daily routine, it just becomes a necessitiy. Walking is so great for you! It is very addictive too.

Oftentimes, you can't; it's an addiction. My dad's been living in front of the TV for as long as I remember... It gets worse with age.
Unless they *want* to change, you can't make them change; they will only fight and resent you for it. Some things you just have to accept.
