He saw that phrase in a magazine ad for a gun and worked it into the song along with random happenings from newspaper articles he'd read and things he observed. It really doesn't mean anything.

The title came from an article in a gun magazine John Lennon saw. It was the slogan of the National Rifle Association.

John Lennon said (about this song), "It's sort of a history of Rock 'n' Roll."
