Where the people elect the President to lead the country like the USA and most of the Countries in Latin America have a presidential form of Govt.
In a Parliamentary system ( it is another form of Govt ) the people elect the Prime Minister to the head the Country ( meaning the PM is more powerful than the President )In such cases the Prime Minister or the Premier is the Head Of Government and the President is Head Of State. Parliamentary system is followed in UK ( here the concept of President is not there instead there is the King/ Queen ), Canada, Australia and many european countries have Parliamentary form of Govt.
There is also a single party system of govt in which only one political party forms the govt and no other parties are allowed to contest in elections a very good example is China
