It is all charged up or the battery is going bad, how long can you run on just the battery?

I'm not exactly sure what you are asking.

I have a toshiba laptop as well and I know if your battery is fully charged the battery light turns off when on A/C power. If the battery is losing life while being plugged in (the light turning off doesnt indicate the battery is losing power) then you need to consult your warranty and see if it is still covered by it, if not take it to a local shop because you could have a bad power supply.

Your power supply or charging unit has gone bad. Take it to a computer shop and they will see what exactly is wrong with it.

I think you have a small problem with the charging device in the laptop ( I don't know the exact name )
