What is that abandoned building on the staten island side of the verrazano bridge?

I am very curious as to what that building is, it looks creepy. I saw it when i was on a ferry going to manhatten

Is it Fort Wadsworth? It is a base under the Verrazano bridge if it's the one I am thinking about.
