why is there static comming from me pc speakers when there is no sound?

check your speaker cables, could be the grounding issue also...

Cell phones placed within close proximity of PC or stereo speakers can cause static to play through the speakers.

Check the volume. Turn it down and use the control panel > sound devices to control the volume

Maybe you have the volume set high.
