Sounds like your power supply or motherboard.
Try this, move the jumper to clear your CMOS, then put it back if you get a beep on start up it is not your power supply and U need to consider a motherboard. if you do not hear a beep it could be your power supply. Look at the PS connector to the motherboard make sure none of the leads are pushed back or burnt.
Also does the power supply fan come on? If not, it cold be the button on your case. That's all I have.

There is a thermal fuse fitted in all new power packs now in use this resets if a short occurs in the computer if this is the case unplug the computer from the mains for 1 hour reconnect the computer should start if not try replacing or cleaning the power button if power pack of old type you can replace the quick blow fuse found in side it can get from any electical sore do not use a plug fuse

If there is power coming to numlock . power supply is good you cant see any thing on screen check two things video card could cause that unseated RAM . but if you can see blue or black screen and you notice there is some kind of light in it it could be hard drive going bad.

It sounds like your power supply IS bad, what have you done to test it? Otherwise it is probably your motherboard, that's what I would test/replace first
