I wanted sensibly anwsers to an honest question. I am a recovering addict that dosen't appreciate the anwsers I got. I will be more careful next time I have a legit problem with my computer.

Your Internet Explorer window is related to the last window that was opened (Popup) or the last window that was closed after all other Internet Explorer windows have been closed.
To fix the window size close all but one Internet Explorer Window
Now re-size the window the match your requirements.
If you cannot see all of the window then use the blue bar at the top of the window to drag left or right to see the sides and then reduce by using the mouse over the edge.
Now close that window.
reopen Internet Explorer and your window should be the right size again.

Reading your previous question you may want to adjust the buttons on your monitor. Sometimes they can be out of wack and cause the screen to seem od.
