Hypothetically speaking, the turtle-- because the shark is using excess movements and is floating away...
Astronauts are tought to stay still, as solar winds move frequently, causing their "movements" or "actions" to assist in their drifting away...
Turtles use less means of "actions" to fight, and would therefore win, because the shark would inevidently float away.
....But, if they were both put in Astronaut suits, custom made for their fit, no one would win...
Likewise, if a shark and turtle were thrown out in space, they'd die... and no one would win..

Neither, they would both die instantly.
However, if both could survive space, I'd vote for the shark. The ocean is like space in that there is little gravity in either place....and tiger sharks eat turtles.
