If a stranger comes up to me "cussing and swearing." I just take notice that they seem agitated. I probably would not say anything to them.

If I knew them, I'd wait until they were finished and I would ask them, "Are you done now? If you have more to say, please say it, and let me know when it's my turn."
If I didn't know them I'd run in the other direction.
