I do not know if this is the correct answer, but if you can find the picture of the Earth at night, do so. It is a collection of photos put together that were taken from satellites of nighttime. It shows the entire globe. One thing I thought was funny and shows how well capitalism works compared to communism, is the Korean peninsula. While South Korea is all lit up, North Korea is all dark. So, seeing as how dark the pictures shows North Korea to be, my vote is for them as the lowest users of electricity.
