what you need to consider are the costs of running any even mildly popular website - these are substantial even for an adult to pay for let alone a 14 year old.
for example, you need stable hosting for your website, then there are bandwidth charges which go alone with using a 'proper' hosting company - if you get alot of visitors to your site either the site will be disabled by your webhosts for the remainder of the month or a thick bill for potentially thousands of dollars will plonk down on your door mat every month.
normally some - or all - of these costs are paid for by having advertising on your site. the money you get from the advertisers is then funnelled into paying the running costs of the site. but again, the real big advertisers are not likely to send their money towards someone not legal enough to run a 'company' or who can't even receive payment easily.
if you just want to do it for fun and experience, and are prepared for the site dropping off the internet when your bandwidth allocation runs out for the month if the site is a hit...then go for it.
but if you want to do it as a 'business' then you need serious cash to keep that kind of website online.
if this answer helped, don't forget to 'accept' it.

First ask some one who knows how to create websites how, because it's not as easy as you think. Also, go to Yahoo GeoCities for free websites. Since you have a Yahoo account you don't have to make one. Good luck!! P.S. Good for you, for making that type of website.

Sounds like a great idea, and good on you for doing it.
Build a site that is around a particular niche, something like myspace, but something that is just for people interested in that niche, ie a social networking site just for people that linedance, you get my drift...
Just do it, you know you can :-)
