That's razor burn.
Some people get it more readily than others, but ways to reduce risk:
Use a fresh, sharp razor.
Trim the hair as short as possible before switching to the razor.
Use a good lubricating shaving gel or soap (a glycerine soap will be least irritating, in most cases) and very warm water.
When washing the area, don't scrub. Use a gentle touch with just soap on your fingers (once again, glycerine soap is a good choice).
If bumps do develop, treat with hot compress to the area, and antibiotic ointment afterward.
