Most agencies would insist in seeing a portfolio of your past work as a model (if any)...
If you are just about to break into the business they would require to see some photo/photos of you prior to selection.
If never done any professional modeling before, and this I suspect is the case, be aware that this profession is a highly competitive one and can be really hard work .
When it comes to financial remuneration it is extra hard to get the high paid jobs, unless you already know the right strings to pull.
Good luck, if that is what you must do.
God Bless

Its good to have a portfolio of shots but don't spend alot of money to do it. A true modeling agency that is interested in you will pay to have photos taken and not charge you for them. Beware of agencies that want to charge you for anything. They will make money on you when they book you. Be careful there is alot of scam artists out there waiting to take your money.
Good Luck

first off check you have the correct physical shape. People are usually surprised that there is a minimum height for modelling, phone a couple of agencies and ask
1. min height
2. weight average
3. age range
4. location - if you live too far from an agency they may refuse to take you on

Go to the agency first, because usually they want their photographer to take the pictures and not an outside one. I do suggest researching the agencies before hand with the Better Business Bureau to make sure they are legitimate.

Photos 1st, but I would do something cheap like Glamour Shots or something. If the agency is interested, they will pay to have some "real" shots done.

I would say just get a headshot. Then, if the agency likes you, they will set up the photographer to do the whole set for "your book". That way, you haven't invested a whole of time and money into getting a portfolio together.

Get an education so if the modeling thing doesn't work out, you have something to fall back on.
