The basics! Anything that can go with anything else, like a nice pair of black pants, a good pair of jeans - they tend to go with anything! Make the item stretch your wardrobe, get pieces that work well with a lot of other pieces of clothing (instead of the unique pieces that only go with one thing). If that makes sense.
I suggest going to the library and checking out some books on fashion, maybe "What Not to Wear" and those sort of books. Also, the TV show by the same name is amazing!
But yeah, once you get the basics, putting together the rest of your wardrobe won't be hard, to make it fit your personality. I suggest going to the thrift store for accessories to compliment your outfits, you can generally find some nice jewelry and belts and scarves and all that stuff for cheapcheapcheap!

I would say some good bras and underwear would be at the top of my list. After that would be
For everyday wear:
Jeans
Tees
Sneakers
If I was dressing for work:
Black slacks
Black knee length skirt
Colorful blouses
Black pumps
Pantyhose
Then I would look into adding one or two items out of every paycheck. It's easier to have more shirts than pants. It's not as noticeable if you wear the bottoms more than once a week. Shirts would stand out if you wore them twice in the same week.
If I needed items that I could wear for both work and casual, I would get the slacks before the jeans. I assume that I would have some lounge wear from before. Even old cotton pj bottoms would work for around the house. I'd rather be overdressed at the grocery store than under dressed at work.
For less expensive bill, I would start by discount shopping at places like TJ Maxx, Marshalls, Ross, Wal-Mart, K-Mart, Target, consignment stores, clearance racks, and outlets. I wouldn't care about the label, just if I liked it and it looked good on me. No one would know, and I could get more for less. I'd avoid paying full retail like it was my worst enemy.

a tough pair of jeans, leather work boots, and the 3 in a pack t shirts. also a sturdy belt. and the bulk packs of socks and underwear. those are the most important things. designer labels are definitely a no. a 16 dollar t-shirt that covers your body no better than a 3 for 2.00 t-shirt is unreasonable. no accesories whatsoever! jingly things that don't do anything to clothe you are no good. don't even bother buying a handbag or purse.

1) 2-3 jacket or blazer of some kind, they will keep you from the cold and theyre stylish at the same time!! [i suggest marshalls or ross or those types of stores, they sell jackets for as low as $14]
2) 2-3 pairs of jeans [1 pair of regular jeans and 2 pairs of jeans with design or something special about it, $20 at Levi's sales]
3) 3-5 tank tops/beaters, in different colors maybe with beading or design of some sort [$15 at Old Navy, $6 in clearance]
4. SHOES, 1 pair of neutral flip flops [black, brown, white, grey $3-6 at Old Navy]1 pair of ballet flats, any color you want [$20-40 anywhere], 1 pair of sneakers or chuck taylors [$40 or less]

I would start with a nice pair of black slacks. They can be worn to work, school and if you're going out. I usually just get a new top here and there so it looks like you've got a new outfit all the time, but really you're just changing your blouse. I'd also go with shoes that go with different things. You can't go wrong with black and brown... : )

Invest in handbags. They are one of the few things that are ok to wear everyday. If you buy a nice expensive neutral one it goes with everything and will last you a long time.

always have a nice pair of darkwash denim jeans. and i know everyone always splurges on a pair of seven's or something like that, and i have a few pairs but LOVE my jeans from target! i got them for $22 and they fit me perfectly. they're available in both flared and bootcut, i personally like the flare to balance out my bigger hips. also, have a "safe shirt" that can go with anything. i have a classic navy sleeveless shirt that i got for like $30 at abercrombie that goes with almost anything.
