No. You have about a 3 day window (6 if you count the approx. 72 hours that sperm can stay active inside you after intercourse) in which you can get pregnant ... it's when you ovulate. When you ovulate, an egg is released from one of your ovaries, and travels thru the fallopian tubes to your uterus. You can become pregnant at any time the egg is in your tubes or uterus. If you don't become pregnant, the egg exits your body, and then you have your period ... which is the lining of tissue and blood that your body builds up every month to "house" a fertilized egg.

Given ideal conditions (i.e. fertile cervical mucous) sperm can live in the woman's reproductive tract for up to 5 days waiting for the egg to drop. Once she's ovulated, the egg has a life span of only about 24 hours. So, there are *about* 6 consecutive days per cycle when a woman is fertile, the days leading up to and including ovulation.
The reason people say you can get pregnant at any time during your cycle is that past cycles offer no guarantee in regards to the current cycle. Things like stress can delay ovulation and the woman would never know until her period was late OR she turned up pregnant from sex she had during a time she thought she was past her fertile period. Unless she's monitoring her body's fertility signs so that she actually *knows* when she's ovulated, she must assume that birth control is required to prevent pregnancy.

No, you have to ovulate in order to get pregnant (and have sex, of course). Most women ovulate about 2 weeks after their period, give or take several days. If you're trying to get pregnant, you can try an ovulation predictor kit - they don't always work, though. You could also try the basal body temperature method - cumbersome and you have to do it right, but very cheap. If you don't know if you are ovulating, and don't what to get pregnant, please take some birth control AND use condoms.
