Give him a dollar or point him in the direction of the nearest shelter.
You don't indicate if you're bugged by this "hitting on" or if you like it. If you don't like it, tell him to stop. If you like it, tell him to get his life together (get a job, clean clothes, etc., ) and you'll go out with him, but you're not going to be his free ride or his sugar mama.
Good luck to you and to this guy as well, I hope his life becomes more productive and predictable.

If he usually stands in front of a certain store or establishment, go into them and ask them to have him move on. Also, there are laws at some places regarding loitering, maybe the police can handle him.

tell him you only date guys with jobs,a car,a home..ect.that way he will leave you alone and mabey motivate him to get off his a-s and get a job.it might even save the guy.but if he gets all that going for him he might come back to see you.
