It depends on the plant.
They sell something called root starter at most places that sell plants. You can put your clipping in water w/ some of this stuff until you see roots, and then plant.
A lot of plants where I live (S.; Florida) start by just clipping a piece of live plant and sticking it in the ground! Not all work that way, though.
Good luck!
happy planting!

Cttings can be grown several ways. Put a stem w/leaves into a glass of water and set in a sunny location until lots of roots appear.
Directly plant a stem w/leaves into 2-3" of dirt and pack down the dirt. Water well but don't overwater.
African Violets do well with a piece of foil placed over the top of a glass of water. Puncture a hole in the middle and then insert a complete stem with leaf. Hope this helps.

Cuttings from what?
Some thing ya can just stick in water on the window sill.
You can get a rooting hormone at most garden supply stores that works on almost every thing.
