Hm.. The best I would say is Rurouni Kenshin or Samurai X.. Though it is not new.. I love the way the creator placed the series in details and the characters are definitely loveable.. Not to forget the ever famous Kenshin quotable-quotes and chibi-styled cuteness!
For new one, I would say Get Backers.. Though it only runs with 41 episodes.. I love the way they created the characters, theri personality and the story itself.. Real cool.. ^-^
A list of what I consider as cool anime: Rurouni Kenshin (Samurai X), Get Backers, Fruits Basket, Inuysha, GTO, Fushigi Yuugi, Peach Girl, Hana yori dango, Sweet tales of St. Tails, Card Captor Sakura, Magic Knight Rayearth, Weiss Kreuz (Knight Hunters), and lists goes on and on..

OMG so many! Gundam, Evangelion, Robotech (for a little retro). My fave of all though I think is Wolf's Rain. Simply because I have a werewolf thing. On the flip side Vampire Hunter Robin is pretty darn good too. Difficult to group all the animes together like that, you know? I mean you have your mecha, tentacle, sci fi, fantasy....
But, yea, Wolf's Rain was a beautiful work. I own the series.

Full Metal Alchemist
Gundam Wing is also a great Anime series, and it's exactly 49 episodes. Yes, it does have action/violence, but it also has an engaging storyline and a superb set of characters.

Well... Idunno how "pretty new" it is, but Vision of Escaflowne is an awesome series that many people seem to be oblivious to, and surprisingly enough, the English dub is pretty high quality. (In fact I like the English voice for the main character better than the Japanese.)
The series is something like 63 episodes total and all beautifully animated. It is a bit violent in parts, but it's pretty balanced, I think.
