I've heard different news interviewers calling people neocons. What are they?

Neocon is a Neoconservative, or New Conservative. I have clipped the text book definition for you. There is also the link to the source for more information.

Characterised by GREED, SELFISHNESS, ability to follow like SHEEP, being deviod of EMPATHY, have a strong belief that only the USA matters, Hate Blacks and any other impoverished and undermined communities. Real Americans who believe in a very strong military,
better control of the US borders, destruction of all terrorist organizations, imprisonment for traitors of the USA, lower taxes, smaller government, NRA, no gun controls, closure of the United Nations and many more.

Technically, the definition is actually liberals who were kicked out of the left-leaning Democratic party. They are liberals, yes, liberals, who support pre-emptive military action at all costs.
Conservatives who believe that way are still conservatives, even if they're extremist.
That's the difference between a conservative and a neocon.
The way neocon is used here, though, is completely incorrect.
