No, With the cost of a cell phone and the plan, doesn't warrant an 11 year old girl or boy to have a cell phone. Plus I don't think 11 year olds are responsible enough to look after a cell phone.
There is no doubt, that the parents of an 11 year old will be paying for the phone, the plan etc. on top of the other phone bills.

As a parent, my gut feeling is no, but there are some instances where it is an acceptable idea. If the 11 year old girl has a 1 way cell phone that would only dial pre programmed numbers then that is okay. There might be a time when she would need to contact her parents to get out of sticky situations when they arise.
For personal communications, I think that is out of the question. Kids need to undestand that there is a price for technology and convenience. Once that lesson is learned, then let them go (normally when they have their first job).

Well, I don't think they should have a cell phone to be cool and chat all day with their friends, however it is a good idea for them to have one just in case of an emergency, so no matter what they can always get in touch of a parent or adult. Especially these days, with all these sick people out there.
My suggestion is that if you want the 11 year old to have it ONLY for emergencies, maybe just put a certain # of minutes on it per month, say like 20 minutes

yes. ok if this doesnt scare u into getting one then ur not a good parent. me and my friend were walking on her dirt road just out for a walk (we live in a small town and we were on a backroad) and we had gotten about 3/4 of a mile from her house when a guy came barreling down the road and when he saw us he tried to hit us. we ran into a field and as we looked back he was turning around and coming back and then he passed us and started coming back again...going, stopping, searching the fields and he did the repetitively. we reached the end of the field and we couldnt get through so we crouched behind some tall grass and we used my cell to call her mom. wed prolly be dead or badly injured if she hadnt used my cell to call her mom and her mom had gotten there right before he turned into the field. and i got mine on my 11th bday. at 11 she is at the age where she is beginning to be much more social and will want to talk to her friends more. im 14 now btw lol. so yeah she needs it 1. for safety and 2. so she can talk to her friends without tying up your phoneline (cuz w/o a cell thats whats in ur future).

It depends on your family's financial situation and whether or not your parents think you are mature enough to have a cell phone. I think that if the cell phone is for emergencies and ocassional phone calls to friends, thats okay, but if you are just going to have a cell phone to talk to your friends, then its probably not a good idea.
I got my cell phone on my 14th birthday and my sister got hers on her 12th. So yah

yeah! everyone should have one! it is a matter of safety. they have this new tracker through disney pre paid cell phones for children that actually have trackers so if they are ever kidnapped or lost, you can find them in the most crucial time which is the first 24 hours of a kidnapping. its for your childs safety. you wouldnt want them stranded somewhere with out having a way to be found. that is probably the scariest thing both for the parent and child.

If she goes out without U & U would prefer 2 stay in contact it's a practical idea, but 4 everyday use, I would say no.
I'm not entirely convinced we understand the full pros/cons of Cell phones.
Just my opinion, up 2 U if she has 1 at the end of the day.
:)

Only if it's "locked" so it can only call home, parent's work, 911, etc. An 11-year-old does not need a cell phone as a social tool.

An 11 y-o should GIRL always be under parental supervision. She should never be in an environment where the adult in charge does not have access to a phone. Since she should never be in a dangerous situation where it is up to her to "call for help" she does not need a phone.
