You only have to have a license if you are keeping more than 5 or 6 kids depending on your state. If you have more than that you are required to be state licensed. This is not a business that can be run by an absentee owner. As employees can rob you blind. So you really have to be careful.

You may be able to own a center without being personally licensed if you are not providing care, but the center and its employees will all need proper certification. Depends on your state. If you can afford to buy a business and pay someone else to run it why would you choose something so heavily regulated and fraught with liability? Not the best choice for a hands off investor. I'd rethink my plan if I were you.

Most states require you to have a license before you can buy or start a daycare, but the inspection is more on the lines of a the safety of the facility rather than what to do about a screaming baby.

You should check with your city or state ordinances for that answer. I'm sure most would prefer licensing, and it would probably help the reputation of your daycare center.

No. You will have to meet state requirements in a variety of ordinances along with undergoing background checks and periodic inspections by the state social services agency to assure the safety and proper care of the children enrolled.

You personally don't have to be licensed as a care giver to own the place. You just can't provide care. :)
