Severance pay is pay in lieu of notice.
If it is a lump sum payment it will not affect your UE.
If it is paid out over the normal pay cycle/term you can apply for UE, put you will not be paid until your severance ends.

If you get severance pay over a period of time you can't get unemployment until it stops. The severance pay is counted as normal pay. If you get one lump sum then you can go straight to the unemployment office. You can now sign up for unemployment online.
