There's no such thing - there're just too many films out there, and it's such a subjective issue that the best you can get is a top 100 (Or whatever).
Tho One Flew Over the Cockoos Nest is a good one.

The Truman Show.
I love Andrew Niccol's films, but Truman is special. It's more than just a silly film. Underneath all the stuff about the reality TV show is a story about the nature of fame, exploitation, and freedom.
I would also nominate Apollo 13, for reasons to obvious to go into.

The AFI counted down the best films of the last century and Citizen Kane was number one but I think Titanic is the best

I would have to say Seven, the story is great. The filming style builds up the tension and even though i have seen it millions of times i always jump in the right place and hope that the end will change.
I hate the end, it makes me mad he wins!!!!
