Violation usually involves fine and or jail time. These laws are there to protect the general public. The real licensing courses deals with real estate laws so that the agents are qualified to assist their clients instead of the blind leading the blind.

One can sell his or her own real estate without a license. To sell the property of others, and act as the owners' representative you must have a license.

Yes, if it is your own house.
If you want to sell some one elses house you need to be a Realtor or Real Estate Agent.
There are some exceptions like if you are working for a builder etc.
