The question to ask HIM is WHY he won't go out with you.
How are we supposed to help if continues to refuse? He may have a very good reason, perhaps something out of his control, like his parents.
If you can KNOW why he won't go out, then you can make some decisions about what to do about it.
The decision you make may be to give up on a losing proposition. But you can't decide until you know.

does he have a girlfriend already? be yourself around him and maybe dont just ask him out, try asking him if he want to go to the movies or out to eat, something like that, so that way he can get to know how u would act if he were to go steady with u and maybe he will end up asking u out. you never know. but there is only one way to find out if this will work because it is different for everyone. He may have girlfriend you dont know about, he may be playing nice to you but does not like you, he might just want to be friends. Dont waste time and worry so just ask him why already.

He dosen't want to only have sex with one person. just by your letter i would guess he thinks you may be a little possesive, you know stalking tendencies. he knows that with a girl like that his chances with anyone else are out the window.

Well mabie he's your BFF and he doesn't want to ruin his relationship with you. Also mabie he is going out with someone. OOOOOOOO ever thought that?!?!?! Just ask him he'll understand. Me and my BFF are like that and we agreed to never go out with each other. Oh, just so you know i sometimes am a little slow.........wait if he is your BFF then you're probably in love with your BFF. I may be like that too...you never know.........not even me!
