The ! is a factorial, n! basically means to multiply all the numbers from n all the way down to 1.

So 3! means 3*2*1 = 6

If we treat your question as a Math question, then there are several ways. You said using one 3. It will be very different if you had said: using only one 3 and no other numbers and permitting the use of operation symbols.

Using one 3 the answer maybe: 3+3 or 2x3 or 9-3... in all this situation we have used one 3. Look! If you use two 3 you have used one 3... not only one.

Pretend you have 3 matches... cut each one in half down the center... Now you have 6 matches!
