If you are simply trying to say solutions t Communications, then there is no apostrophe at all.

Communications is a process or act.
When in doubt, always reword it....communications department's solutions...solutions to communicate

does it own the solution...... like you would say the boys' ball would be like this because its more than one boy owning the ball... if the communications is plural and it owns the solution then yes
