Of course it is, you can go free-flow quite happily as long as either you are light enough for it not to be noticed in the water or you (and the people around you) don't mind the blood showing in the water - there is nothing dirty about menstrual blood, perhaps not for those who don't like the sight of blood, but otherwise not a problem. Alternatively free-flow layering would be similar to using pads while swimming or in theory free-flow instinctive would be doable as well as long as you are very experienced in using that menstrual option.

It is perfectly safe, in fact due to the many health risks that are linked with tampons (TSS, bacterial vaginosis, yeast infections, vaginal splitting, fibre loss, increased menstrual cramping, and chemical exposure) it is healthier to go without a tampon – tampons will bring the water, along with chemicals and bacteria from within the pool when it absorbs the water from the pool into your vagina.

There are also of course other menstrual options;

Cloth pads, homemade pads and padded panties are all fine for swimming provided you wear shorts if you are worried about people seeing the wings or pads themselves.

Sponges are technically tampons but given the difference in health impact between commercial tampons and sponges many do count them as very different, but they do the same job and don't show anything outside.

Then of course there are menstrual cups, whether bell-shaped cups, homemade cups, diaphragm as menstrual cup or softcups, all are safe and can be left in for up to 12 hours, there is less chance of leaking, no water absorption to cause bloating in the water, suction of the cup prevents as much water (…and so chemicals and bacteria from the water) getting into your vagina, and nothing showing on the outside of your body.

No it is not safe because when you are on your period your vaginal area and such are more sensitive and open because all the blood and waste have to go out but if you swim bacteria and such in the water can go into you and cause bad stuff.
Oh yeah once you get into the water the blood doesn't really come out ubt it's still bad.

It would be more considerate of others in the same water not to.

it wont hurt you physically, but it may bruise your pride when everyone wonders what the murky red/brown water is thats hovering around you....yucky. And you'll probably ruin your swim suit. I wouldnt suggest it sweetie
