how to make pictures on the computer with out a digital camra?

To do what you want to do (if I understand you correctly), you need to have software to edit the pictures. I don't think there are websites that will do this. You will need to purchase, either on-line or at a store, some type of photo editing software, like the one at the site below (no endorsement intended -- just the first one I grabbed!!). You can try searching on freeware or shareware sites to see if there is anything available that way, but beware -- you get what you pay for!! Good luck!
