Nope, not as such. The town itself was based vaguely off of Centralia, a now-ghost town in eastern Pennsylvania. It sits over an enormous coal fire, which started in 1962 when a trash fire at a landfill ignited an exposed vein of coal. Everyone has been evacuated except for a few stubborn (or, I dunno, just dumb) folks who opted to stay. The fire is still burning today, and will continue to burn until the coal runs out, which won't be for a very long time. There are a few houses left, and a few buildings have been maintained, but otherwise it was all been razed to the ground. It is a notable ghost town.
While the town is based on a real place, however, the story of Silent Hill is entirely fictional.

silent hill is loosely based on a true story, but the demonic stuff with the ash creatures is totally hollywood, but the burning of supposed withches in small Virginia towns is true!
