That's a good question - depends what you are planning to use the site for ie if the site is just providing information and pictures - if you are planning to use a web designer - 2-3 weeks could be an average.
If you are planning to sell things on the website or have applications on it - even having a search box will need a database behind it - these will take more time, even experienced developers need time to code everything properly. Or if you want very advanced Flash animations like the Nike site - these can take several months to design and develop.
I don't know if you are planning in time for marketing your site as well - that could easily add an extra week or two in and sorting out the hosting.
So its a bit of a guess but anywwhere from 6 weeks to 6 months minimum - but it could be quicker - depending on whether someone working full time on it or not, as well.

It depends on many things. First is skill, how good you are with HTML. Next is what program you use. If you use Dreamweaver then you will get it done faster than note pad. Next is how pan out you can be when you make this site. You have to know what you need to do and how you are going to do it so you can build it fluent. Also it depends how complex and or large your site will be. If you have all that done then maybe a couple of days.
