You should really just try to find people in game that live in your timezone and/or play at the same times of day that you play.
I currently do not play WoW or COV, but I do play Ultima Online on a player run shard, and most of the guildmates I play with live on the East coast (whereas I live on the West Coast). From what I have read of WoW, to gain the higher levels you do need to be a part of a guild and/or adventure and PvM with a guild.
There are dozens of guilds for games that support those features, so just take a look at the WoW official forums (don't know where they are) and you should be able to find a guild recruiting for your particular server. you can also probably find people in your area on those forums.
If you want a real RP challenge, try creating an Orc and playing with the Shadowclan guild. It is a large Rp/PvP guild that was created nearly 10 years ago in the Ultima Online game.
