There are a few materials that one can make statues out of. I used to like to make the plaster of paris statues, so I can understand if the enjoyment of the craft is what you want. For outdoors there is terra cotta or concrete. The concrete will last longer if the statue is going to have to face all kinds of weather. I had a terra cotta one that kind of just fell apart after a couple of years. Of course, if you're making them, you can just make another one if you have a mold.
I'm going to put some links up, but you must understand that, although I'm picking out the best ones, I don't know these companies, so you have to check them out. I'm assuming you are in the USA :

It would honestly be cheaper to buy them already made as the molds for these are literally a fortune if you can even get them. Then you would have to pour concrete which is difficult to mix and can be dangerous because of the lye in it. If you are tlaking very small statues it might work, but full size well, buy statues already made.

I don't think it is ever a good idea to put lawn decor...Stay away, run and just plant a garden like a normal person.
