Because they are uncouth and passive aggressive. Maybe they think it's funny or something. Some people have no respect at all for anyone or anything.

That's funny. The only time I have ever seen that was when I was in the service and it was because my buddy hated the guy assigned to cleaning the bathroom. Too funny.

when you have to go you got to go. holding your bowels is not good for your bladder. Urinals are like other bathrooms they are used for one thing only.
