Don't give her a gift card because it is not very exciting get her a card. In the card leave her a note setting a date for the two of you to go out and do some shopping as well as dinner and a movie maybe. That way she gets what she wants and you get to spend some quality time together. It is way more fun then a gift card.

Put together a fun themed gift! If she loves summer, or the surfing girl look, get her a beach package with items from Breezy Beach Wear. A gift card would be great. It doesn't have to be to a store...you can get one to a hair or nail salon as well. If she likes to spend time with you, it would be fun for you to go together.
I usually get my sister something universally flattering from an upscale cosmetics line and she loves it...her hubby doesn't like her to splurge on makeup. I've gotten her a Shu Uemura eyelash curler and a BeneTint Pocket Pal and she loved them both, they were also under $20.

You know your sister best. What does she like? What does she do for fun? Tomorrow is my best friend b-day and I went to a gallery/art store, and bought her this awesome jewelery holder and on the top it says: "You say I'm a bi tch, like it's a bad thing." :) I also bought a regular white plain cardboard box to put the jewelery box in, and I'm going to decorate that, and make her a card from a photo of ours.
Personalizing is the best; it'll always mean much more.

Is she girly? Sporty? How much money do you want to spend? Will she be going to college next year?
I often buy females gift certificates to a manicure/pedicure that could run from 40 to 200 dollars depending on the salon/spa. Always include gratituity, and choose a place she frequents, if any.

You could get her a gift card to her favorite store and then some jewelry - all of my friends love that. You could also just give her money. And it isn't that bad to ask her - just see what she wants and that way you'll know she'll love what she gets. Good luck!

Get her a gift certificate to a nice store (maybe some store she sees as a treat, that she wouldn't usually shop at), such as:
