i heard it at a wedding and on TV commercials, it it very slow and sounds like it has just an acoustic guitar in the back ground. Does anyone know who performs it?

I think it might be Israel Kamakawiwo who is Hawaiian

I know all of the individuals listed do versions of Judy Garland's "Over the Rainbow" but I would be willing to be it is indeed Bruddah Iz's version including his famous ukelele style that you are referring to and it is played on a number of commercials, most recently for a bank credit card company.
The song is included also on the soundtrack for "Fifty First Dates". You can find a sound bite on Amazon to check if this is the version.

His real name is Israel Kamakawiwo'ole but he is known to all Hawaiians as Bruddah Iz. He has a number of albums available. He died in 1997 from complications due to his morbid obesity.

Everyone and their mother has recorded "Somewhere Over The Rainbow", so...

What style was it performed in? country? r&b/soul? pop?
What did the voice sound like? male? female? young/old?

The best version I know of was the "Somewhere Over The Rainbow / What A Wonderful World" Medley that was done by Israel Kamakawiwo'ole.
It's very Hawaiian sounding with only him and his Ukelele
It can be found on either the "50 First Dates Soundtrack" or on the "Facing Future" compilation album.
If you go to TowerRecords.com, and type in his name, you can listen to a 30second sample of his version.

yeah, his name is israel kamakawiwo'ole, he's from hawaii where he's known as iz.. he put out a ton of music before he died, and that version of somewhere over the rainbow is incredible
