Dr. Phill and Shaq they were chained to the floor and shaq had to score a basket ball shot to knock down the bone saw and have dr. phill saw off his leg to reach the keys while nerve gas flushes into the room, they die because dr. phill saws off the wrong leg

You must mean the second scene with Ana Faris and Charlie Sheen? His character is Tom, and he helps her out in Scary Movie 4 findind Samara, I think. He plays a part from the Ring in this second one too.

i think it was Dr. Phil because he had to cut his own leg so that he can get out of the trap then he fainted and died and thats how he killed himself. theres another scene where charlie sheen jumped from the balcony and died. i hope im correct.
