Smart - casual for this sort of things usually means 'not formal but not lazy' make some effort but not too much, yo could go for a nice evening dress if it isn't too flashy, you could go for a cradigan but to honest you're playing a bigger risk of looking a little bit under dresse whih is a bigger problem.
I'd say go for a nice -lengthed dress (pref 3/4 ) a nice pair of heels but not too much jewelry or sccessories
or of you are feeling to dress down a little, go for a nice pair of trousers to go with a nice top (and jacket), again go for the heels unless they are uncomfortable for you
best thing is to be happy and comfortable with what you are wearing so you can be casual enough to enjoy the evening in style.

When I initially think of smart casual the first image that pops into my mind is a blazer, any shirt, skinnies and nice shoes. I'm somewhat confused about your case also because there are so many boundaries being broken in fashion nowadays. I think this will pass as smart casual. Even if it actually isn't, I'm sure it is debatable and most of the people judging will not notice such a thin line. It follows all the technical norms. Good luck! ...I forgot to mention, if you still want to play it safer you could try a simpler shirt. Perhaps the print has something skater about it and that brings street kid to it which sometimes conflicts with an office casual.

Be different and classy at the same time...
Dress slacks, blouse with cuff links and a scarf.
Cuff links a becomming popular with women.
Choose ones that are small and dainty...knotted links or cameos
Good luck.

Principle stores do some lovely evening dresses, ideally perfect for a older lady, many of their designs are very modern and classy.

They have over designs if this is not your taste, perhaps a pretty sequin top and matching trousers or pencil skirt is more a perfered look.

I belive it means you don't have to dress up to the 9's but don't come looking like a slob. Wear a nice top and comfortable but appropriate pants/skirt. Shoes don't have to be dress soes, but they shouldn't look like they're about to fall apart.

Personally i would wear a nice fancy top, pair of smart jeans and a lovely pair of stiletto's or sandals. Not to casual and not to smart!!
