Forby, what are you really trying to do, I've seen you post multiple questions on exhaust systems over the last few days, and it seems you're trying to ask a question w/out actually asking the question.
Here is my best guess as to what you are actually asking. Yes, it technically is illegal to modify your exhaust if it takes out the spark arrestor function unless you are on a closed course track (MX tracks, specific off road race courses and GP tracks). The EPA has strict guidelines about how loud a bike can be and still be legal for public roads and trails as well as spark aressting functions. Taking out the baffles in a stock exhaust may or may not improve performance, but will increase the sound volume of the exhaust note. (for example: The CRF450X exhaust has baffles, but if they are pulled out, all it does it make it louder and make the bike perform worse than if the baffles were still in) If your aim is better performance, get aftermarket exhaust, you'll get the power you want w/ a better (racier) exhaust note. If your going for noise, get an aftermarket, dont be one of those guys that ruin it for everyone else, possibly cause fires, possibly make you bike run worse and more than likely if you piss off a cop/ranger, all he needs to do is hear your exhaust, check to see if its tampered with and give you a bigger ticket for a federal offense (violatng Federal EPA standards)
Slip on silencers arent that expensive (comparitivly), give you better performance and give you the race growl that can get every male (and some females) adrenaline pumping.

Baffles generally come in aftermarket pipes and are easily removed. On Harley-Davidson's 2007 models, the stock exhaust now will have stamped numbers that match the bike. Without the numbers matching in states with inspections, you will not get a sticker. Most bike manufacture's (especially H-D) are being hit with a lot of EPA noise pollution requirements. This has been a procees that has been in the making for several years. You will not be able to modify stock exhausts after the 2007 model year.

All new motorcylces come from the factory with stock exhaust systems which normally have baffle materials installed. The baffle materials reduces noise and restricts airflow which in turn reduces performance.

The new Harleys I looked at last week have exhaust system with sealed mufflers that cannot be modified by removing baffles.
There is no removable baffle on the ones I saw.

not all bikes come with stock exhaust depends how you order them. they will put whatever pipes you want on. but let them do it because otherwise the warranty is gone
