The nature of time is one of the more hotly debated and studied areas in physics. There is no easy answer to your question as in reality time is not at all like the thing we experience as humans. I would suggest that you read Hawking's "A Brief History of Time" and try to absorb some of those concepts as a starting point.

Time can not evolve, as a dimention, just like left and right, or up and down, it can be traveled along. Unfortunately as humans we can not control our travel of time, we are limited to travel through time at one second per second (assuming you aren't moving near the speed of light), if that makes sence. I believe that the future of our 3 dimentions (x,y and z) is always evolving because of the choices we make in the present, but that brings in the 5th dimention of probability. People who believe in fate would say that probabilty is static, that means that what happens in the future couldn't happen any other way, this is a possibility, but i don't believe that. I believe that probability is like the first 3 dimentions, we can control where we are in probability, and therefore the future is in our hands. If you ever believe that you've made a choice in your life, then you have to agree with me.

Undoubtedly you will get learned scholars who say it is still evolving and others saying it is static. I am NOT a learned scholar but I have enough sense to know that for billions of years, time has been evolving and am sure within my own mind that it is STILL evolving... Unfortunately, in this day age, we will not get a definite answer.. an answer that I would so much like to know

you are not not going to get a straight answer because no one knows. so to confuse you more here are some ideas for you.
1/ if humans did not exist there be no one to measure time so time would not time exist.
2/ time could be measure moving forward, static and backwards as we (if we could) move forwards towards the speed of light, time slows(relavitity) at that precise nanosecond we hit the speed of light prehaps time stop one step further if we past the speed of light prehps time will start to go backwards
3/ time is non-linear

Time its self doesn't evolve as such it just continues to go in one direction (as far as science can tell that is) from past to future.
The physical universe is evolving continuously.

Since time is just another dimension from space, that spacetime is expanding of itself, not with any background standpoint.
